The most significant operation came in March 2026 when Nellore city police busted an online cricket betting racket with alleged Dubai connections, arresting four individuals and freezing over Rs 1.64 crore in bank accounts. The Chittoor Mastermind
The scale of the fraud became clear in September 2025 when a 32-year-old man named Besta Chandu from Chittoor district was arrested for masterminding a large-scale online betting racket. What began as a small mobile phone repair shop evolved into a multimillion-rupee fraud operation. Chandu developed a betting app named Radha Exchange with help from a techie friend and lured victims with promises of doubling their investments.
The tragic consequences of such platforms are evident in the victims' stories. A police constable from Palamaneru became addicted to the app and reportedly attempted suicide due to mounting debts. A software engineer from Nelapalle village lost Rs 70 lakh on the betting app, leading to the initial complaint that exposed the racket.
The scale of the operation is staggering. Police investigations revealed that Chandu invested the swindled money in real estate across Bengaluru, Tirupati, Hyderabad, and Chittoor. He constructed a lavish residence in his hometown equipped with biometric security, expensive furniture, gold ornaments worth lakhs, and a luxury electric car worth approximately Rs 70 lakh.
How the Racket Operated
The network operated by creating user IDs for customers, with money collected through bank transfers and digital payment modes. Participants were encouraged to place bets on live cricket matches with the promise of high returns. Mahesh, the local operator in Nellore district, secured a 30 per cent share in the Radhee Exchange App from Dubai-based operators and distributed 15 per cent shares to local associates.
The platform promotes itself as offering a seamless experience, including easy registration processes, multiple payment methods like UPI, PhonePe, and Paytm, and attractive bonuses for new users. However, these features serve only to lure unsuspecting victims into a system designed for fraud.
Legal Reality Under Indian Law
Online betting platforms like Radhe Exchange operate in clear violation of Indian laws. The Promotion and Regulation of Online Gaming Act (PROGA), 2025, established a blanket ban on online money games, regardless of whether they are considered games of skill or chance. Penalties are severe, with imprisonment of up to three years and fines up to ₹1 crore for a first offense.
