Its required level is only 32, but its mechanics allow it to remain relevant to specific character concepts well beyond the early game.
The most immediately recognizable feature of The Dark Seer is its +2 to Level of all Spell Skill Gems modifier. This makes the sceptre naturally suited to characters whose main damage or utility comes from spell gems. Increasing the level of a spell can improve its scaling without requiring a collection of unrelated offensive modifiers on the weapon itself.
The sceptre also has 10% Global chance to Blind Enemies on hit. Blind gives The Dark Seer much more identity than a simple spell-level weapon because it creates an additional layer of interaction with enemies. More importantly, the wielder is Unaffected by Blind. This means the weapon can incorporate Blind into its defensive and offensive mechanics without leaving the player vulnerable to the same effect.

This means players should pay attention to the exact version rather than treating every copy of The Dark Seer as identical.
A Life and Mana version can make sense for a traditional life-based caster that wants additional casting resources. An Energy Shield combination may be more attractive for a character that already invests heavily into Energy Shield. Since the bonus scales with character level, these differences can become increasingly meaningful as a character progresses.
The Dark Seer can also be useful as a comparison point when looking at completely different build archetypes. Version 3.24 changed The Dark Seer substantially by adding +2 to all Spell Skill Gems, increasing the possible per-level Mana and Energy Shield values, and removing the former global damage modifier. The Malediction condition was also changed so that enemies blinded by the player receive the effect.
For players considering the sceptre today, the main question is not whether it is universally stronger than every rare weapon. Instead, its value comes from how well its individual mechanics fit a particular character. Spell level scaling, Blind, Malediction, resource bonuses, and Blind immunity all contribute to a distinctive package. Once the core interaction is established, players can use their POE currency to fill the remaining gear slots with items that support the chosen spell and defensive setup.
