Patient safety does not end once a marketing authorization is secured.   3. Permanent & Continuous Availability: The QPPV must be fully available 24/7/365 to handle urgent safety issues or queries from competent authorities, supported by robust, documented deputy and backup arrangements.

  4. Genuine Authority: Regulators routinely check that the QPPV possesses real organizational authority to influence the quality system, challenge safety data, oversee signal management, and escalate issues directly to senior management.

During safety inspections, European authorities frequently identify recurring vulnerabilities in how companies manage their QPPV and pharmacovigilance framework:

  • The "Paper QPPV" Trap: Appointing an individual based outside the EU or someone with nominal oversight who lacks real operational involvement.

  • Inadequate Backup Systems: Failing to establish or document qualified deputies, leaving critical gaps during the primary QPPV's absence.

  • Dossier Discrepancies: Outdated or inconsistent contact details across the PSMF, EudraVigilance database, and active product dossiers.

  • Weak Vendor Oversight: Poorly defined communication and oversight mechanisms when pharmacovigilance activities are delegated to third-party vendors, CROs, or licensing partners.
