There are not many concrete facts that the Offshore Development Center (ODC) is working. It conserves cost but may impair quality and that is a big issue. There are a lot of companies that are doing well in the field of outsourcing, but it is not magic. Outsourcing does not imply any cessation of the public administration.

Managing offshore development teams implies that although many things are expended on IT, one cannot trace the benefits to where they are being realized. The existing measures of productivity should be improved since they fail to capture the benefits of IT, primarily the intangible benefits. Outsourcing is a frustrating idea in the minds of people, but many companies cannot undo it: they no longer can turn back.
